The acts of the Hungarian company TriGranit lead to the destruction of historical and cultural heritage during the implementation of Palace of Arts on Vasilevsky Island, a multi-cultural, public and business center in St. Petersburg, Russia.


In the implementation of the investment project “Palace of Arts on Vasilevsky island» on the territory of the former tram park # 2 at 77 Sredny Prospect, V.O., St. Petersburg, it is planned to destroy a number of objects of historical and cultural heritage. We have legitimate concerns that this project is prepared in violation of Russian and international legislation with the signs of corrupt transactions in order to launder the budget of the Russian Federation.
Three buildings of the Vasileostrovsky trampark’s depot were built in brick forms of Art Nouveau, they relate to the early models of usage of progressive ferroconcrete and steel con-structions. Each of the three buildings of the depot is bisected into the so-called «polusaray» (semi-shed) by a cross main wall with 8 passages. Two residential buildings (built in 1908 and 1915) form the street frontage. The area of the historical Vasileostrovsky trampark is located in the buffer zone – heritage consultation area 2.

After the arrival of the investor – a subsidiary of TriGranit – the object of cultural heritage has become drastically reduced in its borders. By the order № 10-28 of the Committee for State Control, Utilization and Protection of historical and cultural Landmarks (KGIOP) only three western semi-sheds were included in the he Unified State Register – that means only one part (!) of each of the depot buildings. The administrative building of 1908-1915 (79 lit. B) is also absent in the project. The destiny of the Museum of electrical transport which now completely occupies two of three buildings of depot provokes serious fear. The museum collection causes interest of people far outside Russia. The exhibition, consisting of 63 items (trams and trolley buses) will be significantly reduced, and unrestored cars just been cut into scrap metal.
At a meeting of the Presidium of the St. Petersburg Branch of the All-Russian Society for the Protection of Monuments (VOOPiK) it was decided that there is a need to re-initiate the process of inclusion in the register of the objects of cultural heritage of the whole complex of «carload depot» in the three non-divisible buildings within the territory as of 1908. The experts found that the Act of expertise by the ARS company contains false information and contradicts with the law.
Meanwhile, a TriGranit group company, which appeared to be the only challenger for the development of the site, hastily pushes its project. The immovable property, namely, the Palace of Arts, the area of which is supposed to exceed 80,000 sq.m, will include a concert hall for 1,800 seats, an exhibition facility (about 5,300 square meters), an event hall (not less than 8,500 square meters), a conference unit for congresses and forums (18,000 square meters), television complex and parking for 900 places. In this concept the function of concert hall is «inflated» by the vast expanses of recreational areas and lobbies, constituting about 20 000 square meters. Actually the Investor spends «clearing» of territory for commercial building besides the concert hall, with subsequent «pumping out» of the multi-billion sums from city budget under the scheme of state-private partnership (investors will return 9.5 billion rubles of investments). The project is personally supervised by the vice-governor of St. Petersburg Alla Manilova.
Vasileostrovsky trampark is a shrine for our citizens, because it is associated with the un-precedented feat of Leningrad during World War II against Nazi Germany. The plans for the destruction of historic buildings are regarded as blasphemy and cause numerous protests and angry references of veterans. The preservation of a historical heritage has been fully supported by several institutions and individuals: the director of the State Hermitage Mikhail Piotrovsky, Union of Scientists in St. Petersburg, the Institute of Transport Problems, Society for Protection of Monuments VOOPiK, town-defending community (defenders of architectural heritage). De-spite the appeal to the prosecutor's office and numerous protests, an ambitious project of Mi-chael Mamoshin (Russia) and Zoboki-Demeter (Hungary) was not changed, but any mention in the media is suppressed, reports are removed from TV and radio.
